Higher CPU frequency or more cores

Dedicated cores are always better than a shared core on a higher frequency. Of course there are shared cores in this scenario, but more available physical cores will provide better performance. Higher frequency and less physical cores are typically only for cost saving (but often lower performance) reasons.
